The NSTP Diliman Office, mandated to carry out operational functions under the Office of the Vice-Chancellor for Academic Affairs (OVCAA), attended the UP Diliman OVCAA Operational Planning Workshop 2019 last July 12-14, 2019 at Shercon Resort and Ecology Park, Batangas. Represented by the Office’s staff and heads, NSTP Diliman engaged in a series of workshops about office excellence improvement alongside the seven other units of the OVCAA. In VC Amor’s opening speech, she emphasized the need for the offices to properly present their operational plans as well as their accomplishments. Aside from this, she also expressed support and appreciation to all the staff and office heads. VC Amor also made a prelude of the discussion of Philippine Quality Award (PQA) evaluation criteria. During the first day, Dr. Amor introduced the management evaluation tool designed by the PQA as basis for the offices’ performance evaluation. PQA lays the foundation for management quality evaluation based on seven criteria namely: leadership, strategy, customer/citizen, knowledge management, operations, and results. The NSTP team presented the Office’s achievements from June 2018 to July 2019, such as the NSTP Program Mapping based on Outcomes-Based Education (OBE) principles where the Office conducted a series of workshops; the University Virtual Learning Environment (UVLe) training for NSTP instructors which enabled them to better understand and use the online course management system; and other special events. The drafting of the “Pangkalahatang Gabay sa Implementasyon ng NSTP sa UP Diliman” is also an important accomplishment of the Office as it gave the NSTP coordinators, instructors, and students a clear view of how NSTP is implemented in the University. The team also presented the Office’s accomplishments based on the mandates provided for NSTP Diliman. In connection to its coordinating task and support for units offering NSTP course in the implementation, monitoring, and review of their NSTP projects and activities, the Office conducted orientations and recognition programs for NSTP coordinators, teachers and support staff. Last July 11, 2019, the NSTP Coordinators, Instructors, and Support Staff were oriented about the nature and use of the UP online learning platform “University Virtual Learning Environment (UVLe)” as well as to revisit the protocols and processes for the UP Diliman NSTP. This event was held at Computer Laboratory, Ground Floor, DILC Building and Toyota Room, National Center for Transportation Studies (NCTS) and had the following parts: (1) Training on the use of the UVLê; (2) Orientation for NSTP Coordinators and Instructors for AY 2019-2020; and (3) Recognition Program for NSTP Coordinators, Instructors, and Support Staff for AY 2018-2019. The morning session was devoted for the conduct of the UVLe training by the UP Diliman Interactive Learning Center (ILC). The UVLê, maintained and operated by ILC, is the online course management system of the University of the Philippines that enables instructors to: (1) organize their classes around topics, themes, weekly schedules, (2) upload digitized materials and share them with students, (3) link relevant materials from other sites, (4) post announcements that will be sent out automatically to studentsand (5) create online forums and wikis for students to participate in. Thru this platform, the NSTP students would be able to interact with their NSTP instructors and fellow students online. An orientation for NSTP Coordinators and Instructors for AY 2019-2020 was conducted in the afternoon. Ms. Grace Maglunog, one of the staff of the NSTP Diliman Office, discussed how the NSTP is implemented at the university. She also discussed reminders for the current and new staff and coordinators so as to avoid problems in the conduct of the NSTP. The NSTP Office deemed it necessary to recognize NSTP Coordinator, Instructor, and Support Staff last AY 2018-2019. To officially commence the approved Academic Program Improvement of the National Service Training Program (NSTP) Diliman Office, an Outcomes-Based Education (OBE) Seminar-Workshop was held at the Toyota Room of the National Center for Transportation Studies last June 17, 2019. Majority of the NSTP coordinators and some NSTP instructors from various UP Diliman colleges, schools, and institutes were present in the workshop to assess the topical contents of the NSTP Common Module in order to achieve uniformity in offering the program. The workshop was a venue to consolidate efforts that would harmonize the course content with the OBE principles as well as the provisions of the NSTP law. Prof. Rosella M. Torrecampo, Director of the Office for the Advancement of Teaching, facilitated the sessions that clarified and refined the NSTP Component Learning Outcomes (CLOs). The CLOS were initially created by the members of the NSTP Extended Council who were grouped together prior to the seminar-workhop. Prof. Torrecampo reiterated that the program objectives and course objectives should be strategically positioned to suit the goals and needs of students. The current Common Module Learning Outcomes (CMLOs) were finalized by the assembly and are articulated as follows: “By the end of the Common Module (CM), the students shall be able to: Express correctly the NSTP framework that is anchored on the vital role of the youth, and University’s ideals of honor, academic excellence, and public service to address national security concerns; Reflect on the concepts of self and others; citizenship and nation building; Philippine society and culture; human dignity and rights; gender sensitivity; environmental advocacy; DRRM; community engagement in order to become a better involved citizen of the country; Demonstrate basic competencies such as principles of community engagement, sensitivity to issues, and/or military science skills necessary for citizenship training and community service for CWTS, LTS, and ROTC; Demonstrate civic consciousness, security preparedness, ethical public service, and a role in nation-building.” On the first part of the workshop, the council also agreed that the topics that are to be included in the Common Module should be categorized as Core, Supplementary, and Optional. The evening of 01 June 2019 proved to be a proud moment for parents and friends of nine outgoing Reserve Officers Training Corps (ROTC) cadet officers from Baguio, Diliman and Los Baños campuses of the University of the Philippines (UP). This batch of eight female and one male cadet officers completed their three years of rigorous ROTC advanced course while at the same time attend to the demands of their various academic courses. During an elegant Ring Hop ceremony held at the UP Department of Military Science and Tactics (DMST) complex in Diliman, Quezon City, that also serves as a culmination of their years of service to the university and fellow students, the members of the UP Vanguard Class of 2019, in their white duck uniform, were given recognition and honor by their junior cadet officers and witnessed by family and friends of the outgoing class. What a better way to welcome an invaluable addition to the National Service Training Program (NSTP) Diliman Office than spilling some of the beans about its recently appointed National Service Reserve Corps (NSRC) Deputy Director who will be at the forefront of mobilization and strengthening efforts of the organization. Given his success in the field of communication, Dr. Jonalou ‘Junel’ S. Labor recalls that he greatly suffered from communication apprehension during his high school years. Since at that time he wanted to enter the legal profession, he felt that it is a must to develop his oral communication skills. Such need urged him to take BA Communication Arts in the University of the Philippines-Los Baños which he viewed as a good stepping stone to being a good lawyer. Heeding to the advice of Professor Emeritus Edelwina C. Legaspi, Dr. Labor entered the academe as a return to the people’s investment in his education. One year after, he pursued his dream of becoming a lawyer. However, he eventually left law school just as he realized that he found interest in academic work. From then on, he never left the academe ever again. He already got used in the dynamics of teaching, research and extension work that the idea of entering the corporate world does not seem enticing. Dr. Labor found his niche in the academic world which provided him the diversity that he needed, “…I was a teacher, a researcher, and an extension worker, all at the same time, from Monday to Saturday,” he shared. Though many may have thought that Dr. Labor has already attained a remarkable chunk of his career goals, learning continues to excite him. The University of the Philippines Diliman (UPD) Reserve Officers’ Training Corps (ROTC) held the Joint Graduation of the Basic ROTC Cadets and the Cadet Officer Candidates (COC) last 11 May 2019 at the Department of Military Science and Tactics (DMST) complex, and it was truly a mark in the lives of the cadets finishing Military Science 1 (MS 1) and Military Science 2 (MS 2). The ceremony started with the arrival of the guest of honor and speaker for the ceremony Col Jose R Tianco PA, Group Commander of NCR Regional Community Defense Group (NCRRCDG), represented by Maj Alfredo A Caneo PA, Commander of the 1302nd Community Defense Center (CDC), NCRRCDG. He was accompanied by Maj Elmer F Gueverra PA (Res), the Assistant Commandant of UPD ROTC. The graduation commenced fast-paced, acknowledging the outstanding efforts of the cadets and the presence of their family members. Another highlight of the ceremony was the Cadet Officer Candidate Course (COCC) 69-Bravo “Katigbak” graduation, producing newly-assigned cadet officers to lead the following Corps Years, namely C2Lt Ces Archae D Buenavista 3Cl, C2Lt Andrea Isabela A Murillo 3Cl, C2Lt Jon Edilpert J Morano 3Cl, and C2Lt Benedict Nathan N Sarino 3Cl. It was, indeed, a celebration of duty and service, as a total number of 109 basic cadet graduates had also subsequently been enlisted in the reserve force, Philippine Army. To acknowledge the exceptional cadets during the ROTC program, awards had been given: the Honor Medal to CPvt Allondra Shaira D Serdenia 3Cl, for garnering a grade of 1.125 in MS 1 and MS 2; the Duty Medal to CPvt Caren Claire L Avenido 3Cl, for gaining perfect attendance and the highest score in military aptitude; the Loyalty Medals to CPvt John Luis B Maglinao 3Cl and CPvt Catherine Isabelle S Feliciano 3Cl for their formidable performance as batch marchers of their respective companies. The University of the Philippines Diliman (UPD) Reserve Officers Training Corps (ROTC) had its Turnover Parade last April 27, 2019 – an event symbolizing the turnover of command over the Corps of Cadets, by the graduating first class cadet officers to the second class cadet officers. The turnover of the Corps Commander to the next, for bystanders perhaps, seemed like a mere physical interaction from both cadet officers. However to the Corps, it symbolizes more than just physical valor — it is the mental, emotional, and spiritual courage and will of the newly designated Corps Commander to take on the responsibilities of leading the Corps. The event started with the arrival of honors by the Honor Guard Company under the command of CMaj Jester Jay DV Buluran 2Cl to the Guest of Honor and Speaker, BGen Rolando R Rodil AFP, the Commander of the Armed Forces of the Philippines Reserve Command (AFPRESCOM). A video presentation highlighting the important events of the Corps Year 2018-2019 was shown to the GOHAS and other VIPs present in the event. For the cadets, the video presentation was a moment to reminisce and rejoice about the victories they had during the corps year, whether big or small. The Rayadillo unit also presented their silent drill demonstration, a combination of calculated drill movements and formation sequences. It was then followed by the last parade and review of the cadets of this corps year. Incorporated within the parade and review is the pinnacle of the event: the turnover of command, symbolized by the hand over of the Diliman Sword, a symbol of the leadership of the Corps, and the culmination of a month long process which aims to transfer leadership from one Corps Commander to another. It is an intensive process of deliberation of candidates by a panel selected from the outgoing first class men, the tactical group, and the department, all of whom ensure that the future of the Corps is passed on into good hands. Tokens of appreciation were presented to the partner organizations and core volunteers of the National Service Reserve Corps (NSRC) during the Gawad NSRC held at the Maynilad Room, College of Engineering on May 20, 2019. Aside from celebrating service, the yearly recognition program is held to induce, among the volunteers, a sense of value and appreciation to further fuel them to remain true to their oath as reservists. Among the participants were members of UP Radio Circle who provides assistance to the NSTP Diliman Office in the conduct of Serbisyong Tatak UP sa DZUP; UP Lipunang Pangkasaysayan, UP Political Society, and UP Chemical Engineering Society, who implemented civic welfare and literacy projects under the Reservist Grant for Student Organizations; members of NSRC First Responders; and officers of College of Social Sciences and Philosophy (CSSP)-NSRC. NSRC Deputy Director Jonalou S. Labor also took the opportunity to present the nature of the NSRC Diliman as a School-Based Reserve Unit in order for new and existing reservists to fully understand its structure and mission. In an effort to spark the spirit of volunteerism and service among the new generation of Iskolar ng Bayan, various grassroots initiatives aimed at addressing sectoral issues were presented during the“Sikhay Lingkod 2: A Summit on Volunteerism”. The summit, an annual event hosted by the National Service Training Program (NSTP) Diliman Office, through the National Service Reserve Corps (NSRC), was held at the School of Economics Auditorium at the University of the Philippines Diliman last April 29, 2019. Dr. Jonalou S. Labor, NSRC Deputy Director, opened the event, urging the participants to be actively involved in any initiative as it is each UP student’s responsibility to contribute to the betterment of the Philippine society. He further extended his gratitude to all the guest speakers and partner organizations that made the event possible. Representatives from various government, non-government, and civic organizations delivered talks during the summit. Ms. Evica Vicas, Senior Volunteer Service Officer of Philippine National Volunteer Service Coordinating Agency (PNVSCA) explained the nature of the government agency’s promotion and coordination among the volunteer programs in the Philippines. The agency advocates volunteerism across the nation that is dedicated, competent, and responsive to various service initiatives. PNVSCA creates partnerships with the academe, non-profit organizations, government and other service organization. Ms. Vicas encouraged the students to rise and heed the calls of volunteerism as it is each citizen’s role to be socially responsible. The Kythe Foundation is a non-profit organization aimed to provide psycho-social support to children with cancer and other chronic illness in hospitals. The volunteers of Kythe believe that the hospital is more than a place of healing, but it is also a space for fun, love, and learning. The Kythe Child Life Program’s goal is to alleviate anxiety of the patients and also provide their families with information on basic access to treatments and medicines. The volunteer program of Kythe enables individuals to personally interact with the patients through fun and learning activities through arts and crafts, bedside storytelling, and games. The University of the Philippines Diliman (UPD) Reserve Officers Training Corps (ROTC) Corps of Sponsors (CoS) brought free medical, dental and other government services to some one hundred sixty (160) personnel and residents of the University and the nearby Barangays of Krus na Ligas, UP Campus, and San Vicente on 30 March 2019. “A big part of our duties as Sponsors is to serve the University community,” explains the organization’s head, Corps Sponsor Camille Ugarte. “This medical-dental mission is one way for us to fulfill it.” Dubbed “To the Rescue,” the day-long activity held at the UP Department of Military Science and Tactics (DMST) complex gave beneficiaries medical and dental check-ups, medicines, tooth extraction, and consultations with social service agencies like the Social Security System, Pag-IBIG, and PhilHealth. The Commission on Elections also held a demo that allowed beneficiaries to try the new vote counting machines in preparation for the upcoming mid-term elections in May. The medical-dental mission is a civil military operation (CMO) of the CoS that is part of their fulfilment of their mandate as the socio-civic arm of UP ROTC. UP ROTC cadets, students taking military science, were also on hand to provide assistance to the beneficiaries. “This activity gives the cadets the opportunity to participate in CMO,” said Cadet Captain Jennie Ron Ablog, Corps CMO Officer of UP ROTC. “Serving the community is a huge part of their duties as nation-builders.” The day was capped with a program that recognized the services and support of volunteer doctors, dentists, students, government personnel and donors led by UPD NSTP Director, Prof. Arlyn Macapinlac and DMST Administrative Officer, Atty.
