Amid the national exigencies plaguing the country — from disaster risk management issues, peace talk qualms, to environmental woes — the National Service Training Program (NSTP) – UP Diliman Office found a way to address these concerns by responding with an educational webinar series. From September to October 2022, the “BAYANIHAN: Common Module Webinar Series,” a three-part webinar series by the NSTP Diliman Office, featured reputable figures, and also highlighted women in STEM, in the discussion regarding national security issues, disaster risk reduction, and environmental protection in the Philippines. “Katatagan” “Katatagan: National Security,” marked the first leg of the webinar series. The webinar gave an overview of the country’s current security environment, from the national (e.g., West Philippine sea issue) to the global scale (e.g., Ukraine-Russia crisis). Prof. Robert Joseph P. Medillo, Associate Professor II and Acting Chief of Academic Affairs Division of the National Defense College of the Philippines, oriented the webinar attendees with the basics of national security and the pressing issues that the country is facing. In discussing a part of his talk regarding the country’s territorial claims and maritime domain issues, Medillo exclaimed: “The Philippines must ensure good order within its sea boundaries and develop appropriate maritime domain awareness and response force capability.” Meanwhile, Col. Ronald Jess Alcudia, Executive Officer of the Office of the Deputy Chief of Staff for Reservist and Retirees Affairs, J9 of the Armed Forces of the Philippines (AFP), focused on discussing the internal security situation in the Philippines. To supplement the presented ideas, Assistant Professor Dennis F. Quilala, the Director of the NSTP Diliman Office, tied the conception of the office’s learning materials with the concern regarding national security. The “Tatak UP Diliman NSTP” reflects the University’s identity as a public service university, upholding honor and excellence in the service of the nation. The NSTP Diliman Office has been constantly revitalizing the sense of national service/civic consciousness to our students. This is significant amidst the continuous shift in adjusting to the new normal during the pandemic. Hence, the Office has organized an online roundtable discussion focusing on the foundational concepts of service learning, social entrepreneurship, civic education, civic engagement, and national service in the context of National Service Training Program (NSTP) for the UP Diliman NSTP implementers. The three-hour online roundtable session entitled, “LAWIG: An NSTP Roundtable Discussion,” was conducted via Zoom on September 23, 2022. Forty-two (42) NSTP coordinators, faculty, and implementers from nineteen (19) different units participated in the discussion. National Service Asst. Prof. Dennis Quilala, NSTP Diliman Office Director, opened the session with the agenda setting with the question “Bakit Lawig?” Dir. Quilala proceeded on differentiating the concept of “volunteerism” as a module in NSTP, and the services that may be required by the state (personal, military, or civil) as graduates of NSTP. As mandated by the NSTP Law (RA 9163) and the NSTP Implementing Rules and Regulations (IRR), the state may tap the NSTP graduates as reservists – both the National Service Reserve Corps (from LTS and CWTS graduates) and the Citizen Armed Forces (from ROTC graduates). He then discussed the concept of national service in relation to NSTP. Through the available literature, he defined it as “a long-term commitment for our NSTP students.” The following were also highlighted in his discussion: training for national service is required and mandated by the law; after the NSTP, service may be mandatory and not voluntary; and it involves incentives. Volunteerism is important, but NSTP is more than volunteerism. He then urged the participants to frame the implementation of the NSTP in the context of national service and not just limit it to volunteerism. The NSTP Diliman Office conducted its first hybrid Strategic Planning Workshop for NSTP Coordinators and the theNSTP Diliman Office on October 23- 25, 2022 at the Gawad Kalinga Enchanted Farms, Bulacan. On the first day of the session, NSTP Director Dennis F. Quilala welcomed the participants present onsite and those who attended via Zoom and discussed the revised NSTP Implementing Rules & Regulations. Deputy Director Likha Minimo presented the NSRC’s activities and initiatives in line with the 2021 Implementing Guidelines and Procedures for NSRC. Deputy Director Minimo also discussed the operationalization of the school-based NSRC unit. The NSTP Coordinators and office personnel toured the Gawad Kalinga Enchanted Farms during the free time of the workshop. This was also an opportunity for the participants to learn more about social entrepreneurship. The tour concluded with a tree planting activity in the farm. On the second day, the two workshop groups presented their findings. The immediate and long-term plans of the implementing units were presented by the DMST Assistant Coordinator, 2LT John Aniciete, and the NSRC-related needs were presented by CAL NSTP Coordinator, Mr. Monfred Sy. After concluding the workshop for the NSTP Coordinators, the NSTP Diliman Office discussed the presentations of the workshop groups and how the Office can assist the units with their NSTP implementation. The National Service Training Program (NSTP) Diliman Office has inducted more than 3,000 NSTP Graduates into Reservists of the National Service Reserve Corps (NSRC) and Citizen Armed Forced (CAF) for the Academic Year 2021-2022 last September 12, 2022 in its graduation ceremony held via Zoom. With the theme, “Saligan: Panibagong Tatag; Sumiya: Patuloy na Paghakbang,” the online NSTP Graduation was attended by NSTP Graduates, NSTP Coordinators and Instructors, and University of the Philippines Diliman administrators. NSTP Director Asst. Prof. Dennis F. Quilala welcomed the audience, recognizing the challenges overcome by the NSTP students, serving the communities amidst the pandemic. UP Diliman Chancellor, Prof. Fidel R. Nemenzo, and Vice Chancellor for Student Affairs, Prof. Louise Jashil Sonido also congratulated the graduates as the accomplishments of each unit were highlighted by the NSTP Coordinators. Former Vice President and Angat Pinas, Inc. Chairperson Atty. Maria Leonor “Leni” Robredo congratulated the graduates reminding them of the honor and privilege they have to be able to enter the university. “Ang iskolar ng bayan ay laging handa na magbigay ng sarili,” she remarked as she also called on the new reservists to take part in community endeavors in their own ways using the discipline, values, ethics and lessons they have gained from the course. The graduates of Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS) took their oath as members of NSRC, led by the Deputy Director for NSRC, Asst. Prof. Likha G. Minimo. The oathtaking of ROTC graduates in June 25, 2022, led by Col. Cornelio T. Arboleda as new reservists for the CAF was also shown. To close the program, Vice Chancellor for Academic Affairs, Prof. Ma. Theresa Payongayong, encouraged the new reservists to continue serving the nation and the various sectors of the society. Last July, the NSTP Diliman Office launched the “SIDHI: Tatak UPD NSTP Common Modules” knowledge products with nine (9) free instructional materials for NSTP implementers and students of the University of the Philippines Diliman, and the wider public. This lecture videos aim to complement the first batch of NSTP instructional materials on common and component module topics launched in October 2020. Coming from the root word, “sidhi,” meaning “to intensify,” these knowledge products delve deeper and introduce new concepts on the common modules. Based on the recalibrated outcomes-based education-framed Tatak UPD NSTP 1 course, this series features experienced resource speakers from within and outside the University. This project also aims to support the NSTP implementers and students during this shift to remote and blended learning modes by providing accessible and free NSTP resource materials. Here’s the overview of the areas covered by SIDHI videos: Understanding the Self and Others – Dr. Jose Antonio R. Clemente Under this topic, Dr. Clemente discusses the concept of Sikolohiyang Pilipino and how it relates to one’s role and responsibilities in the community. His lecture video also encourages the NSTP students to reflect and understand the nuances of their relationship with the community as an individual and as part of it, when implementing NSTP projects. Citizenship Training – Atty. Alexander “Kuya Alex” L. Lacson Atty. Lacson, author of bestselling patriotic books, a poet, a lawyer, and a civil society leader, gives some tips and discusses how doing simple things can help us promote citizenry, as people of our country, and as NSTP students. Human Dignity and Human Rights – Atty. Francis Tom F. Temprosa Dir. Temprosa of Commission on Human Rights (CHR), discusses the Human Rights Approach and how it can be best applied when engaging with the community, especially during NSTP project implementation. This year, the Office continues to provide training and webinars to NSTP personnel. The Patnubay NSTP: Orientation for new NSTP Coordinators, Instructors, & Support Staff was held on July 11, 2022, 9:00 AM via Zoom. The orientation was primarily for new NSTP coordinators, instructors, and support staff who will be involved in the implementation of the NSTP in Academic Year 2022-2023. The NSTP Diliman Office facilitates training and seminars every year for NSTP coordinators, instructors, and support staff from 19 colleges and units to ensure proper implementation of NSTP in UP Diliman. Last year, the Office facilitated the “Pangkalahatang Gabay: Orientation for new NSTP Instructors & Coordinators” and the Budget Planning Seminar for NSTP Support Staff. The orientation started at 9:00 AM with Senior Project Assistant for Training & Education, Ms. Ma. Regina Valerio, as host and facilitator. NSTP Diliman Director Dennis Quilala facilitated the first half of the orientation with an introduction of the RA 9163 or the National Service Training Program and its program components. Ms. Valerio continued with a presentation of the policies and guidelines that are used in implementing the NSTP in UP Diliman. The Patnubay NSTP Orientation had 23 attendees: six (6) current and new college coordinators, nine (9) instructors/facilitators, and eight (8) support staff from different implementing colleges and units. The College of Home Economics (CHE) Dean and the Chairperson of the Department of Social Work also attended the orientation. After the orientation, the NSTP Diliman Office provided the attendees with the materials and documents that will help them with the implementation of NSTP in UP Diliman this Academic Year 2022-2023. The NSTP Diliman Office with the assistance of the Campus Maintenance Office (CMO) launched a tree planting activity on the grounds of the UP Diliman College of Mass Communication on June 6, 2022. CMO Director Perlita Raña designated the tree planting site and provided the guidelines for tree planting in UP Diliman. Ms. Olivia B. Indaya, Landscaping Supervisor, supervised the session on-site. Memorandum No. CAS-12-038 states that the seedlings to be planted must be endemic and indigenous species to firmly discontinue the use of exotic species. Exotic species are invasive that disrupt and harm the existing ecosystem. Narra seedlings were planted in compliance with the memorandum and were procured from the Department of Environment and Natural Resources National Capital Region (DENR-NCR). The tree planting initiative is part of the NSTP Diliman Office’s Luntian at Pula (LuPA) advocacy, a project encouraging people especially NSTP students to take action in protecting and conserving our environment. LuPA is geared towards transcending from tree-planting activities to promote environmental awareness and embark on environment-friendly practices that people can embrace as part of their lives. LuPA is guided by the NSTP Common Module on Environmental Protection and RA 10176 or the “Arbor Day Act of 2012”. HELPING A GROWING COMMUNITY Over the past 36 years, Sitio Libis in Valenzuela City was once an informal settlers community. The community did not have legal rights to build structures and buildings till the Land Acquisition Project in 2010. Now, Sitio Libis can finally build structures that will help with the development of its community. In partnership with the Technical Assistance Movement for People and Environment, Inc. (TAMPEI), the CTWS class under the College of Architecture (COA) helped with the design of the boundary arch of Sitio Libis as a marker for the community. The Sitio Libis community thanked the CWTS class for their efforts, as the boundary arch symbolizes their growing community. PROJECT KATARUNGAN Project Katarungan was an initiative by the NSTP-College of Social Sciences & Philosophy (CSSP) to assist the persons deprived of liberty or PDL with their online hearings and online classes by contributing laptops and other devices. Last June 21, the NSTP classes: CWTS 2 CSSP MJKL (Prof. Daniel Mabazza), CWTS 2 CSSP MKLN1 (Asst. Prof. Jairus Diesta Espiritu), and CWTS 2 CSSP MXY (Asst. Prof. Marielle Marcaida) turned over four sets of computers (with tables and chairs) to Tanglaw Pag-asa, Bulacan’s youth rehabilitation center. As a token of appreciation, they were given flower pens hand-made by their youth. NSTP-CSSP Coordinator, Asst. Prof. Jairus Espiritu, shared the activity in his FB account and expressed his thoughts in teaching NSTP. Asst. Prof. Espiritu said “teaching NSTP reminded me of our shared humanity–how all of us are in need of each other’s help. And I do think it is from this shared humanity that our civic duties arise. The UP System NSTP Council has been formally institutionalized through Administrative Order No. PDLC 22-42 signed on May 13, 2022. Under the Office of the Vice-President of Academic Affairs, the council holds the primary responsibility in supervising the implementation of the NSTP Law (Republic Act No. 9163) and its Implementing Rules and Regulations (IRR) in the UP System. In addition, the Council shall also recommend, promote, and coordinate System-wide public service initiatives to mobilize NSTP students, handlers, and teachers in the university. The Council is expected to hold regular meetings to determine shared NSTP directions and initiatives and resolve issues in implementing the NSTP Law common to the UP Constituent Universities (CUs). Dagyaw: Developing the NSTP UP System Implementation Dagyaw recommended the constitution of the UP System NSTP Council, its roles and responsibilities to the Office of the President. Dagyaw is an informal group of NSTP directors/coordinators of the different CUs. Assistant Vice President for Academic Affairs Richard Philip A. Gonzalo supported the initiative. The NSTP Diliman Office’s award-winning radio program, Serbisyong Tatak UP, went live on DZUP 1602’s Facebook Live on May 16, 2022 with the episode entitled, “WAGAYWAY: Sagisag ng Pilipinas”. Klasmeyts Gian Librojo and Carl Sayat talked about the history of the Philippine Flag and the Heraldic Code of the Philippines with the History Researcher from the National Historical Commission of the Philippines (NHCP), Mr. Mark Reinere Policarpio. Mr. Policarpio took the viewers to a History class to help them remember how the Philippine flag was created and what is the importance of the Heraldic Code. He then shared with the NSTP students and the youth that they can help spread knowledge about the Heraldic Code and patriotism through community engagements and volunteer activities.
